Petrol may cost more in South-East unless FG fixes Enugu depot — IPMAN




The Independent Petroleum Marketers Association of Nigeria (IPMAN), Enugu depot, has warned that petrol may cost more in the South-East, should the Federal Government fail to reactivate the Emene depot.

The Chairman of Enugu depot of the association, Mr Chinedu Anyaso, disclosed this in an interview with newsmen in Awka on Friday.

Anyaso said that the depot had been lying moribund since 2005.

He was reacting to the increase in the pump price of petrol and the challenges faced by marketers in the zone.

He said the depot was strategic to the national economy, adding that it was serving Anambra, Ebonyi, Enugu, parts of Imo, Abia, Cross River and North-Central, including Benue State.

The IPMAN chief described the cost of transporting products from Lagos, Warri, Benin, Calabar and other locations as huge.

According to him, marketers do not get their equalisation fund as and when due.

He said that marketers in the zone were incurring huge losses due to incessant road crashes and spill involving their trucks as a result of poor state of the roads.

“We want to use this opportunity to renew our appeal to the federal government to repair the Emene depot in Enugu so that our members can start loading products from here.

“This depot has been shut down for over 15 years due to what they called pipeline vandalism.

“Our members are suffering and the people of the southeast and other areas that source products from the depot are suffering.

“For instance, the ex-depot price has been increased to N151.56, we will have to pay additional N14 for transportation and other expenses per litre depending on where we loaded before it is discharged in our stations.

“That will not be the case, if the product is pumped to the depot in Enugu and lifted from there, it will be much cheaper for us and enable us to sell between N160 and N162 per litre.

“We are ready to work with the Nigerian National Petroleum Corporation on the security of pipelines.

“And fixing the Enugu Depot will also help a better-deregulated sector, which the federal government is pursuing,” Anyaso said.

Anyaso said that petrol might be sold for N170 in the southeast because of cost of delivering the products at the stations in the zone.

He called on members of the association in the zone to continue to provide quality services to the people to the best of their ability.

He further called on the governments of the states that depend on the depot to compliment IPMAN’s efforts to get the facility running again as soon as possible.

According to him, it is not just about profit for IPMAN members, it is about value for money for the people in these states.

$9.6bn Judgment Debt: Nigerians Victory in UK court, a huge relief, says Lai Mohammed


The Minister of Information and Culture, Alhaji Lai Mohammed has said that the Friday judgment of a UK Commercial Court suspending the execution of a 9.6 billion dollar judgment debt against Nigeria is “a huge relief”.

The Minister, who spoke to the News Agency of Nigeria (NAN) in Abuja, said the court decision “is a big victory and Nigeria can now breath a sigh of relief“.



NAN reports that a UK commercial court on Friday granted Nigeria’s appeal for stay of execution of the award of 9.6 billion dollar, (about N3.5 trillion) to an Irish company, Process and Industrial Developments Ltd. (P&ID) over a botched gas contract.

Specifically, the Royal Courts of Justice Strand, London granted the stay of execution order in the arbitrary award, following the review of written submission by the Federal Government which contained new evidence.

The presiding judge, Justice Sir Rose Cranston held that the court decided to “grant Nigeria’s application for an extension of time and relief from sanction” in the matter in dispute.

Reacting to the court’s decision, the minister said the judgment has afforded Nigeria the chance to challenge the arbitrary award to prove that the entire contract award with P&ID was a scam.

“The ruling is a big victory for Nigeria because it does not only grants Nigeria only stay of execution but also suspends any penalty against Nigeria.

“For more than a year now, Nigeria has been restless in its search for justice because we have always believed that the P&ID gas supply contract was nothing but a sham.

“We pursued the case relentlessly both in the court of public opinion and in the court of law.The minister recalled that one of the challenges the administration faced as soon as it came on board for the second tenure was the slamming of the judgment debt on the country.

“The world and Nigeria were gripped with the fear that our foreign assets, our oil will be attached and investors were panicked, that was when we started our campaign.

“We were quite cleared on our mind that this matter will be won not just in the court of law but also in the court of public opinion,” he said.

The minister said they took proactive steps to assure investors that the government would contest the ruling and no dime would be paid. He said the steps were to instill confidence in the investors that Nigeria is safe for investment and they should not disinvest in the country.

“After that we held several press conferences in which we, once again, assured Nigerians that we were going to robustly challenge the judgment.

“As soon as we finished with the domestic audience, we moved to the UK in a team to let the world know that the entire P&ID contract was a sham.“

The minister gave kudos to the Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN) for a very brilliant team he set up to prosecute the case.

NAN recalled that on Aug. 16, 2019, a UK Business & Property Courts (the Commercial Court), presided by Justice Butcher, had approved that P&ID should enforce a March 20, 2013 award against Nigeria by a District Circuit Court in Washington DC.



The court ordered a whopping 9.6 billion judgment debt against Nigeria over the botched 20-year Gas and Supply Processing Agreement (GSPA) with P&ID.

In a ruling, the court authorised the (P&ID), a little known Irish engineering and project management company, to seize 9.6 billion dollars in Nigerian assets over the failed contract.

The court ruling was a fallout of the contract purportedly entered into in 2010 between the Federal Ministry of Petroleum Resources and P&ID and the subsequent award made in July 2015 in favour of the P&ID, by an arbitration panel sitting in London.

In the failed contract, the P&ID was to build a gas processing facility to refine associated natural gas into non-associated gas to power the national electric grid.

For its part, the Ministry was to build pipeline to supply gas to the P&ID facility to be located in Adiabo, Odukpani LGA, Cross River state.

The agreement went sour because the company, which, did not build any facility at the agreed site, blamed the Ministry for not constructing the pipeline for gas supply alleging that it had committed 40 million dollar into the contract.

Pastor accused of killing native doctor in Anambra



The Police Command in Anambra says it has commenced investigation to unravel the circumstances surrounding the alleged murder of a native doctor by a pastor.

A statement issued on Friday in Awka by SP Haruna Mohammed, the Command’s spokesman, identified the victim as 60-year-old Oliver Ugwu of Umusiome village, Nkpor near Onitsha.

He said the suspect, Uchenna Chukwuma, 21, who reside at Ugwuezue street, Umusiome Nkpor near Onitsha, allegedly carried out the murder with a machete on Sept. 3.

“The suspect, who hails from Amagunze in Nkanu East LGA of Enugu State, claimed during interrogation that he was sent by God to kill the native doctor.

“The suspect further alleged that the victim was disturbing him spiritually and had not allowed him to progress financially,” Mohammed stated.

The Police spokesman said detectives attached to Ogidi Division led by the DPO, CSP Ekuri Remigius visited the scene of the crime and rushed the victim to Iyi Enu hospital Ogidi for medical attention.

He said the victim was certified dead by the medical doctor at the hospital, and the corpse was deposited at the hospital mortuary for autopsy.

According to him, the machete used in perpetrating the crime was recovered as exhibit and the case transfered to the Criminal Investigation Department for investigation

Sanusi Lists Benefits of Petrol Subsidy Removal, Canvasses Structural Reforms



Former Governor of the Central Bank of Nigeria (CBN) and ex-Emir of Kano, Muhammad Sanusi yesterday listed the benefits of removing subsidy on petrol and further advised the federal government to implement structural reforms that would remove every vestige of subsidy in the system in order to attract productive investments.

Sanusi gave this advice during an interview on ARISE TV that dwelt on the Nigerian economy and his activities in helping less privileged children and women to have access to better education and healthcare in furtherance of the attainment of the Sustainable Development Goals (SDGs).

He stated that the subsidies on petroleum products made Nigeria the only oil exporting country that does not enjoy the benefits of increase in the price of crude oil in the international market.

“First of all, we fix the price for petroleum products even though we do not refine petroleum products. How can you fix the price of a product that you do not produce? We produce crude oil but the price we fix is for refined products.



So, if crude oil price goes up, the price of refined petroleum also goes up internationally from where we are importing. We will get the benefit of high crude oil and then we lose it immediately because we have to pay more as subsidy for importing petroleum products. So, we are the only oil producing country that does not see the benefit of rising oil prices. The bulk of whatever we get whenever the price of crude oil goes up also goes out immediately on importing petroleum product and the so called subsidy payment,” Sanusi said, adding that the “central bank can only give us single exchange rate only if the central bank has a steady flow of foreign exchange.”

He proposed that the structural reforms should also aim at bringing transparency into the activities of the Nigerian National Petroleum Corporation and deal with pre-existing conditions set up to fail at every unanticipated crisis. Sanusi noted that these pre-existing conditions include the multiple exchange rates regime of the Central Bank.

“The recently announced conditions, such as the IMF’s recommendations on removal of fuel subsidy, though painful, are the necessary structural adjustments we need to make in order to improve the revenue profile of the government.

“I think it is about fundamentally thinking on how we will re-structure our economy in terms of development as opposed to rent seeking,” he said.

The former governor of the CBN said that the only outlet for the government to earn revenue under the current circumstances, if it failed to implement reforms conclusively, would be to hope that oil prices would go up or borrow and impose taxes on the private sector.

“But again, how many people will suffer? Are we ready for that at the moment? The government cannot at this time start increasing taxes on people when they are suffering.

So let us have the structural changes that can attract investments. All we need is foreign investments into productive sectors.”

He also warned that retrenchment of workers in order to cut government expenses would be counterproductive because it would deprive households of income and plunge many families into poverty. “Retrenchment can reduce budget deficit but will throw more people into poverty,” he said, adding that

 “what that means for them as citizens and families could very well be the difference between law abiding poor but contented neighbour and a criminal.”



He also said the more than six per cent drop in the countries $250 billion GDP recorded in the second quarter would have a massive telling impact on the people.



“Look at the Nigerian economy as one with $250 billion. One per cent of it is $2.5 billion then multiply that by the exchange rate, and divide that by say the minimum wage of say N30,000. You will probably find that the income of between five to 10 million people have been wiped out.



“For every one per cent drop in the GDP, that is $2.5 billion of goods and services taken out from income. That income could be profit, it could be rent or it could be wages. In Nigeria, it is wages most likely. So, you can easily see how many more people have been pushed into extreme poverty with this six per cent drop in GDP. It is massive that a poor country’s GDP dropped by six per cent,” Sanusi said.



The former Emir of Kano said that the federal government must be determined in its insistence that anything the country could produce locally, with some level of comparative advantage, should not be imported in order to boost the economy, create employment and reduce poverty.



He advised the federal government to mobilise West African countries to have a uniform high tariff that would discourage importation of products like rice and textiles.



This, according to him, would be more reliable than the current border closure the federal government imposed since August 2019. “The closure of the borders can only be a temporary solution. We need to engage our neighbours and agree that all of us in West Africa need to create a situation where we do not import that which we can produce locally. So that our farmers are not wiped out by farmers in Thailand and India and our textiles are not wiped out by textiles from China.



“Why do we need to import shoes? We have factories in Aba where you can produce shoes. So why can’t we have that too in Kano so we can produce all the shoes and bags we need in Nigeria and have the entire West Africa market closed to foreign shoes and bags and if the international brands want this market, they can set up locally, use the same leathers we export to Italy and Spain to employ labour here to produce.”



The former Emir of Kano said that his eyes are not on political appointments or electoral office because they are not the only ways of rendering public service.



He said: “People have been talking to me about politics even when I was at the CBN in 2011; that they wanted me to be presidential candidate. I have never had an interest in partisan politics. The nature of my family is that we consider ourselves as leaders of all people and politics can be very divisive. You can join one political party and then alienate yourself from others.

“All I can say is that this is not something that is for me as an objective. I think there are many ways of being of service to the nation. If you look at my CV, I started off as an academic. I was teaching economics at Ahmadu Bello University and after just two years before I could complete my Master’s thesis I decided to go into banking for just no reason. And I have made a success of my career as a banker, as a regulator and as an Emir.



“Maybe it is time to publish some collections of my articles that have no relationship with economics at all. They are about Sharia, identity etc. I had written some of them between 1999 and 2005. It may come out in a few months. Then the book on central banking will come out.

“I still will like to write a book on the impact of certain interpretations of Moslem family laws on the development of Nigeria. It will deal on the interpretation of the law and certain cultural practices around child marriage, child rights and how they have contributed to poverty and underdevelopment in Northern Nigeria.

“And in the process I am thinking that maybe I could get a Ph.D and maybe go back to my first career that I never concluded and just be a professor in different universities abroad. And the great thing with the life I have led is that if I complete that Ph.D, how many universities would have someone with a PhD who has been a bank CEO, Governor of Central bank and Emir? So, it is a kind of CV that would give you any university in the world, whether it is Harvard, Oxford or Cambridge and anywhere you want because it is now about my entire life experience.

“I am going to take life as it goes. I am in no hurry. I have enough on my plate and I see my life as life of service and I don’t think that public service is limited to elected office. Any opportunity I have to serve, I would take it if it is something I think I am capable of delivering. I have no immediate plans to go into politics.”
